Bou Nou Ouk & Partners was founded in 2003 by four lawyers.

The founders of BNO recognized that while substantial investment was moving into Cambodia, law firms were still attempting to service their clients from major business centers outside these countries such as Hong Kong, Kuala Lumpur, Taiwan, Singapore and Bangkok.  BNO has established a full service presence of local and foreign legal experts in Cambodia.   BNO is registered with the Bar Association of the Kingdom of Cambodia as a Local law firm.

A.  Standard Legal Services

BNO provides a full range of commercial and corporate legal services and litigation to foreign and local investors operating in Cambodia.  The firm provides local legal expertise for every phase of an investment - from initial contacts, licensing, negotiations with the government and joint venture partners, land purchasing, leasing, and financing, to operational issues such as labor, taxation, corporate governance and other contractual matters. BNO’s clients include many of the major investors in Cambodia.

While there are other firms in the region that may handle the initial stages of the investment process, there are few who have the practical local experience and the in-country presence to advise at every stage of a client'sbusiness.  Not only are we well equipped to handle the "upstream" licensing and negotiation stages of theinvestment process, but also the "downstream" legal issues that arise on a day to day basis.

A sampling of our "upstream" services are:

- Providing legal opinions on local law and procedures;

- Obtaining business or project licenses;

- Drafting  joint venture agreements and other legal documentation;

- Incorporation and registration of companies; and

   assistance with legal aspects of financing and banking.

- Investments and project finance.

Our "downstream" services include the following areas:

- labor law, employment contracts and related matters;

- Ownership, lease, titling and registration of land;

- Registration and protection of intellectual property;

- Taxation;

- Corporate governance;

- Dispute resolution.

B.  Lawyers and Adviser Profiles

Mr. Nou Tepirith completed a Bachelor of Arts in Philosophy In 1989 before completing a Diploma in Law from the University of Phnom Penh in 1995.  Mr. Nou is a senior partner based in Phnom Penh and Sihanoukville.   In 1996, Tepirith received "Certificate d'Aptitude la Profession d'Avocat" issued by the Ministry of Justice.  He is a member of the Cambodian Bar Association, and currently sets on the Bar Council, the governing body of the Bar Association.  He joined BNO in  2003, after having established his own successful private practice.   He is responsible for land development projects and commercial litigation.  He also is a  member of the Cambodian Bar Association.

Mr. Ry Ouk is a senior lawyer and partner of BNO based in Phnom Penh.  He joined BNO in mid 2003.  He received his Bachelor of Laws (LL.B.) from the University of Otago, New Zealand, and a Master of Laws degree from Monash University, Australia.  Ry is admitted as a barrister and solicitor of the High Court of New Zealand Bar and also a member of the Cambodian Bar Association.  Mr. Ouk is responsible for investment projects in the real estate, hotel, project finance (BOT), power projects, agro-industry, and manufacturing and other sectors.  He is currently advising UNIDO on drafting model contract for BOT projects in Cambodia.  He is a member of the Labor Arbitration Council, Co-Chair of the Private Sector Working Group on Tourism, and President of the Cambodia Law Community, a voluntary organization established to conduct research and writing on Cambodian laws and legal history.

Mr. Sourng Sophea completed Bachelor of Law (LL.B) from the Faculty of Law of the Royal University of Law and Economic Sciences.  He was admitted as a practicing lawyer in December 2003.  He previously worked at Cambodian Defenders Project as a law clerk.  He is currently a senior associate with BNO.

Mr. Cheang Sophorn completed Bachelor of Law (LL.B) from the Faculty of Law of the Royal University of Law and Economic Sciences.  He was admitted as a practicing lawyer in December 2003.  Mr. Sophorn is currently a Senior Associate with BNO.

Mr. Chap Keo completed Bachelor of Law (LL.B) from the Faculty of Law of the Royal University of Law and Economic Sciences in 1999.  He was admitted as a practicing lawyer in 2004  Mr. Keo is currently a Senior Associate with BNO.

Mr. Houl Sina completed Bachelor of Law (LL.B) form the Faculty of Law of the Royal University of Law and Economic Sciences. In 2006, Mr. Sina received "Certificate of Lawyer Training and Legal Professional Improvement Center". He was admitted as a practicing lawyer in 2006. Mr. Sina is currently a associate with BNO.

Mr. Doung Hour completed Bachelor of Law (LL.B) form the Faculty of Law of the Royal University of Law and Economic Sciences. In 2006, Mr. Hour received "Certificate of Lawyer Training and Legal Professional Improvement Center". He was admitted as a practicing lawyer in 2006. Mr. Hour is currently a associate with BNO.

Miss. Nom Sokhun completed Bachelor of Law (LL.B) form the Faculty of Law of the Royal University of Law and Economic Sciences. In 2006, Miss Sokhun  received "Certificate of Lawyer Training and Legal Professional Improvement Center".  She was admitted as a practicing lawyer in February 2006. Miss Sokhun is currently a associate with BNO.
